Federal
Legislation
(CFR 34) does not allow accreditation organizations to seek endorsements,
accept endorsements, or be affiliated with a trade association from within that
industry. This Federal Legislation assures the public that a program be
reviewed or granted accreditation has received a true third party independent
review.
HVAC Excellence is
the organization that offers HVAC programmatic accreditation and meets the
Federal Mandates as specified in CFR34.

Federal Regulations?
The
Code of Federal Regulations (CFR) is the codification of the general and
permanent rules published in the Federal Register by the executive and
legislative departments and agencies of the Federal Government. This would
include:
The President of the United States
Cabinet member of the President (Such as the Secretary of Education)
The House of Representatives
The Senate
It is divided into 50 titles that represent broad areas subject to Federal
regulation. Each volume of the CFR is updated once each calendar year and is
issued on a quarterly basis.

validate their program.
CFR 34 - 602.14 Purpose
and Organization of an Accrediting Body
Accrediting agencies must Satisfy the separate and
independent requirements. Separate and Independent
means:
The members of the agency's decision-making body--who
decide the accreditation or pre-accreditation status of institutions or
programs, establish the agency's accreditation policies, or both--are not
elected or selected by the board or chief executive officer of any related,
associated, or affiliated trade association or membership organization.
The related, associated, or affiliated trade
association or membership organization plays no role in making or ratifying
either the accrediting or policy decisions of the agency.
The agency provides to the related,
associated, or affiliated trade association or membership organization only
information it makes available to the public.
